LJSV-765: silently substitute newpost_minsecurity="private" with newpost_minsecurity="friends" for non-personal journals.

This addresses the issue when a personal journal with newpost_minsecurity="private" was converted to community. After that, no accessible entries
could be created in that new community until that setting was changed.
