avva: So, sometimes the only encoding name MapUTF8 understands is a
non-standard one, which browsers don't grok. And we occassionally
send out stuff not in UTF-8 but one of our supported encodings
(currently only in comment emails, soon also in export.bml where the
user will be able to translate the XML into their encoding). This
little patch lets us define aliases supported by MapUTF8 and starts by
fixing a problem with CP1251 (browsers don't grok that, they grok
cp-1251 or better yet windows-1251 which is the official IANA name).
Tested.

(also needs "UPDATE codes SET item='windows-1251' WHERE item='CP1251'"
run on the master).
